Meaning – If the underlying habit of craving and aversion is not uprooted, suffering arises anew over and over again….
The Buddha quoted the above in the context of uprooting craving and aversion from the roots. But look at the above stump cut from a tree a few months ago, that is putting forth a new shoot!
